The PAMZ Technical Working Group:

  • Oversees the operation of the PAMZ Regional Air Quality Monitoring Program
  • Reviews and assesses data from program
  • Makes recommendations to board on actions/strategies to address air quality issues
  • Selects locations for Raven Portable – technical and geographic data gaps

The Technical Working Group Terms of Reference are to ensure:

  • Monitoring will respond to air quality concerns in the zone
  • Monitoring will determine status, changes and trends in selected measurements of air
    quality in the zone
  • Results will be clearly communicated to the public and government
  • Monitoring will be compatible with the provincial ambient monitoring network
  • Program will be scientifically credible and will include appropriate QA/QC
  • Program will make use of existing data where feasible
  • Program will strive for continuity of existing monitoring

Structure & Mechanics

  • 12-18 members (including Executive Director) from Industry, Government, Non-Government Organizations/Public
  • Consensus Decision-Making
  • Meets 4-5 times per year in Red Deer
  • Meetings are 2.5-3 hours, usually in mornings
  • 1-2 hours between meetings reviewing material, excluding action items
  • Total commitment 25 hrs/year + travel time

The Issues Response Group oversees the PAMZ Issues Identification and Prioritization Process. It makes recommendations to the PAMZ Board as to what Issues PAMZ get engaged in and the form of tha engagement such as monitoring, education, lobbying etc. It makes recommendations as to general locations for the Martha Kostuch Portable Monitoring Station.

Structure & Mechanics

  • 6-8 members (including Executive Director) from Industry, Government, Non-Government Organizations/Public
  • Consensus Decision-Making
  • Meets 4 Times per year, two face-to-face, two by teleconference
  • Meetings are 2.5 hours long or less, mornings or afternoons
  • Annual Issues Identification Meeting in May, location varies – 2.5 hrs + 1-2 Prep
  • 1-2 hours between meetings reviewing material, excluding action items
  • Total commitment 17.5 hrs/year + travel time

Purpose

To develop a strong, positive two-way communication process with the general public & relevant stakeholders, for the achievement of the organization’s immediate & longterm goals.

Goals

Assist the PAMZ Board and other PAMZ Committees in:

  • Informing the public and stakeholders about the purpose, activities and achievements of PAMZ (marketing).
  • Advertising & assisting in the promotions of PAMZ activities (promotion).
  • Obtaining public input in identifying air quality issues and concerns (information gathering).
  • Informing the public about air quality issues and the results of the air quality monitoring program (information dissemination).
  • Increasing overall public awareness and involvement in air quality issues within PAMZ boundaries (education and public involvement).

  • 4-6 members (including Executive Director) from Industry, Government, Non-Government Organizations/Public
  • Consensus Decision-Making
  • Meets 4-5 times/year in Red Deer or via teleconference
  • Meetings are 2.5 hours, mornings or afternoons
  • Participates in Annual Issues Identification Meeting in May, location varies – 2.5 hrs + 1-2

Prep

  • 1-2 hours between meetings reviewing material, excluding action items
  • Total commitment 27 hrs/year + travel time

Members of the PAMZ Board of Directors:

  • Represent a stakeholder group
  • Represent their stakeholders’ interests
  • Adhere to the CASA Process (consensus decision-making, multi-stakeholder, etc.)
  • Participate actively by:
    • Making constructive contributions and helping others to do so
    • Providing input on goals, objectives, & solutions
    • Making a measurable contribution on behalf of their stakeholder groups

Board Responsibilities include:

  • Overseeing the PAMZ regional air monitoring program
  • Developing solutions/recommendations in response to issues
  • Securing resources needed to implement recommendations
  • Communicating board activities and results (may include evaluation)

  • Meets 4-5 times per year in Red Deer with one meeting outside of Red Deer (Annual General Meeting)
  • Meetings are 2.5-3 hours, usually in afternoons
  • 1-2 hours between meetings reviewing material, excluding action items
  • Total commitment 25 hrs/year + travel time
